Durly is the founder and President of Tobago Falcons Athletics. A past President of the Tobago Athletics Committee, Durly has been a member of the NAAA Executive since 2004 serving in the positions of 3rd and 4th Vice President and Committee Member. He has chaired several committees including the Cross Country and Road Running and the Selection Committee. He is a major force behind track and field officiating and currently serves as the President of the Track and Field Officials Association of Trinidad and Tobago

Durly is an IAAF Technical Officials Education and Certification System Lecturer and has lectured on two courses to date. He is an IAAF Level 2 Technical Official and an Area Technical Official. He has attended several seminars under the auspices of the Regional Development Centre and was appointed Meet Manager for 2005 CARIFTA Games. Durly adds to his credit stints as Competition Director and Area Technical Official within the region.

Mr Lucas has played a pivotal role in the development of the Combined Events among the Juvenile athletes through the inclusion of the events at the Falcon Games. Durly has represented Trinidad and Tobago as a Team Manager at several games including Commonwealth Games 2010, NACAC Open 2007 and 2015, NACAC Under 23 and CAC Age Group Championships
